POLICIES OF THE IDAHO SOCIETY OF

PROFESSIONAL LAND SURVEYORS

The Board of Governors may, from time to time, adopt and publish administrative and professional policies, and amendments thereto, for the specific purpose of clarifying and augmenting the Articles of Incorporation and Bylaws to provide for detailed uniformity in administering Society affairs. 

Policies shall be adopted by an affirmative vote of the quorum of the Board of Governors, and in addition to circulation to the membership by the Secretary, shall also be published with each publication of Articles of Incorporation and Bylaws of the Society. 

POLICY 1

PUBLIC STATEMENTS AND PRESS RELEASES

(a) All statements, press releases and/or dissemination of information to the public by the Society, shall be in the form of the Society President and/or Board, shall be in writing and shall be approved by regular or special Board meeting, or in an emergency, by at least three (3) members of the Board. 

(b) All statements, press releases and/or dissemination of information to the public by Sections shall be in the name of the Section Chairman and/or Section governing group, shall be in writing, and shall be approved as provided in the Section Charter, Bylaws and Policy Rules. 

(c) The above rules are concerned with the releases on items of public interest and/or Society policy and are not those in the nature of announcements, meeting notices, etc. 

(d) A copy of all statements, press releases and/or dissemination of information to the public shall be furnished to the Society Secretary prior to, or not later than, the time of release to the public. 

(e) Sections shall release to the Public only such releases as pertain to their special sphere of interest, and unless time is of the essence, should review all releases with at least one (1) member of the Society Board prior to release.

POLICY 2

HONORARY MEMBERSHIPS - RULES FOR PROPOSAL TO BOARD OF GOVERNORS

(a) A nomination for Honorary Membership by an individual or group of individuals, shall be presented to the Board prior to the November meeting of the Board. 

(b) A record and biographical sketch in writing shall accompany the nomination. 

(c) The Board will not take action on such nominations prior to the November meeting.

POLICY 3

AWARD FOR DISTINGUISHED SERVICE TO THE LAND SURVEYING PROFESSION

(a) A nomination for the Distinguished Service to the Land Surveying Profession Award shall be presented to the Board prior to the November meeting of the Board. 

(b) A record and biographical sketch in writing shall accompany the nomination. 

(c) The Board shall not take action on such nominations prior to the November meeting. 

(d) The Distinguished Service Award shall be awarded only when the Board feels that such award is justified. 

(e) The following minimum requirements must be met to qualify for the Distinguished Service Award: 

  • 1. Be a Registered Land Surveyor.
  • 2. Be a member of the Idaho Society of Land Surveyors.
  • 3. Have been in practice as an RLS for at least ten (10) years.
  • 4. Have a history for maintaining a high degree of competence.
  • 5. Have a history and reputation for maintaining a high degree of integrity.
  • 6. Have made substantial contributions to the advancement of the profession.
  • 7. Have shared knowledge and information with fellow professionals.
  • 8. Have assisted qualified and interested people in advancement within the profession.
  • 9. Have performed a survey or a series of surveys which are challenging in one of the following ways:

  • a. In difficult topography.
    b. Of unusual difficulty.
    c. In the face of public or private opposition. 
  • 10. Various requirements may be waived for one of the following reasons:

  • a. Lifelong service to the profession.
    b. Eminence of a regional or national level.
    c. Performance of an act or service bringing widespread public acclaim to the profession.
POLICY 4

SURVEYOR OF THE YEAR AWARD

(a) Nomination for the Surveyor of the Year Award shall be presented to the Board prior to the November meeting of the Board. 

(b) A record and biographical sketch in writing shall accompany the nomination. Said record shall include, but not be limited to, the following information: 

  • 1. Membership in professional and technical Societys or societies.
  • 2. Awards or Honors.
  • 3. Membership, participation and service in the Idaho Society of Land Surveyors.
  • 4. Public Service.
(c) The recipient of the Surveyor of the Year Award shall be selected from the nominees by the Board prior to the annual meeting. 

POLICY 5

FINANCES

(a) The State Society shall retain all profit derived from the annual meeting and convention. 

(b) The State Society shall retain all funds derived from annual membership dues. 

(c) Sections may request up to five dollars ($5.00) per section member per year from the State Society for operating funds. 

(d) Sections may donate excess funds derived from seminars, workshops or other activities to the State Society for general or special uses on a voluntary basis. 

(e) The Society may expend funds, when required, for support of legislation pertaining to the profession of land surveying. 

(f) The Society shall maintain a state office. 

(g) Members of the Board shall be reimbursed for expenses incurred in attendance of regular meetings of the Board on the following basis: 

  • 0 to 100 miles - No reimbursement
  • 100 to 200 miles - $85.00
  • 200 to 400 miles - $185.00
  • Over 400 miles -   $284.00
No reimbursement shall be given for attendance at the annual meeting. 

(h) ACSM delegates may be reimbursed for tourist class air fare for attendance at ACSM spring and fall meetings. 

(i) Western Federation of Professional Land Surveyors delegates may be reimbursed for tourist class air fare for attendance at Federation meetings. 

(j) If a delegate is reimbursed for expenses for attendance at a meeting by a national or regional organization, he/she will not be reimbursed by the State Society. 

(k) Special projects implemented by the Society as directed by the Board may be funded by the Society treasury. 

(l) The State Society may expend funds for the establishment of new sections. 

(m) The State Society may request donations from the sections for funding of special projects or emergencies. 

(n) Dues: 

  • 1. Regular Member - $80.00
  • 2. Regular Member (Out of State) - $30.00
  • 3. Associate Member - $30.00
  • 4. Student Member - $10.00
  • 5. Affiliate Member - $30.00
  • 6. Institutional Member - $30.00
  • 7. Sustaining Member - $100.00
  • 8. Fellow Member - None
  • 9. Honorary Member - None
  • 10. Lifetime Member - None
POLICY 6

PUBLICATIONS

(a) The Society shall publish a newsletter on a quarterly basis for distribution to its membership. Advertisements may be solicited and published within said newsletter at rates to be established by the Board. 

(b) The Society shall maintain a statewide roster of its members. 

(c) The editor of the Society newsletter shall be the Chairman of the Publications Committee. 

(d) The Society may publish a digest of state laws pertaining to the practice of land surveying and offer same for sale, at a price to be determined by the Board, to all interested persons.

POLICY 7

REPORTS

That the Society, or any representative thereof, when making reports before any formal hearing, shall cause such reports to be written and limited to material approved by regular or special Board Meeting, or in an emergency, by at least three (3) members of the Board.
 

POLICY 8

MEMBERSHIP

(a) Application for membership must be made in the highest grade for which the applicant can apply.

(b) A sustaining membership category supports the quarterly publication of the Society. The benefits of the Sustaining Member shall include:

  • 1. A listing in the quarterly publication.
  • 2. A ten percent (10%) advertising discount in the publication.
  • 3. A ten percent (10%) discount for a booth at the annual convention and meeting.
(c) If the membership dues are not paid by the first of August, the name of the member shall be dropped from the roster of the Society. 

(d) Ex officio members of the Board of Governors shall be non-voting.

POLICY 9

PROFESSIONAL BOARD COMMITTEE (1993)

(a) Qualifications for professional Land Surveyors position on BPEPLS are as stated in Section 54-1204 Idaho Code, and the nominee shall be a member in good standing of ISPLS. 

(b) Professional Board Committee will determine all qualified persons and contact them by mail. 

(c) Persons interested will respond within 60 days or the time limit set by the Chairman of the Professional Board Committee, and will submit the following information: 

  • 1. Short biographical sketch
  • 2. Recent photo
  • 3. Present themselves at a Board meeting, determined by the Chairman of the Professional Committee.
  • 4. Other items deemed appropriate by the President of ISPLS.
(d) The Professional Board Committee shall report yearly to the ISPLS Board on the operation of the Land Surveyor member of the BPEPLS. The Land Surveyor member of BPEPLS may use the Professional Board Committee to give reports to ISPLS Board.
